CFL grows won't yield pounds. Probably a 600 watter is the lowest you could go to yield a pound, I've seen some claim a pound under 400 but they probably did a SOG hydro (ebb & flow), with CO2 and maybe had a light mover.
Any reputable breeder gets good germ rates, I've never had a seed not pop so you don't have to limit yourself to greenhouse. If you want white widow you can try Mr. Nice's black widow (it's the same). Greenhouse stuff used to be bred by Shantibaba and Ingemar and I think Arjan got into it a little later. They had a parting of ways and some bad blood. Supposedly (since this is all mostle he said, she said stuff) Shantibaba was the main guy and a lot of their popular stuff was done by him including. Shanti went on to start Mr. Nice's seed and has the same parental stock as GH.

As for fem seeds, I've heard a lot of good things about Luc's stuff (Paradise seeds).
As for lights, the newer CMH (Ceramic Metal Halides) by phillips have been getting popular. More efficient so more light and less heat. Also better spectrum when compared with MH or HPS. CMH uses magnetic HPS ballasts.
If noise is a concern the Panasonic Whisperline fans are the quietest you'll find, they are already encased in another housing.
I think it's better to spend money on equipment you'll use for future grows, if you need to find an area to cut a little cost perhaps get cheaper seeds, mandala seeds have gotten good reviews but you'll need to go trough Mandala's site or Dr. Chronic. The other area is ferts. The Lucas formula's been around for years and lots swear by it. It's just GH bloom and micro (I don't remember the ratios). Or just get Flora Nove Bloom, which actually has the exact proportions of nutes from the Lucas formula.
Oh yeah if the water quality around you is as bad as the stuff around me, you'll need a reverse osmosis filter. The Filter along with the pH, TDS pens, calibration solutions, storage solutions, vent fan, ballast, reflector, bulb, etc you're probably looking at around 1 grand.
If this is your first time, I'd reccomend, get the room setup, run a few plants in soil (it's cheaper and probably will take a little more abuse/neglect). Learn first and then move on from there.
