well, flouro's are ok for starting plants...i'm using em now in fact. it's a bank of 5 3 foot 40W tubes for a total of 200W covering a space 18 x 24 inches of area for 8 plants started in 6" pots...they're soon to go into 12" pots. started them (soma and sk#1) jan 3rd and they're now a little larger than a softball...approaching soccerball size and soon to go down to the basement (they're in a closet now) and under a couple of 400's for a few more weeks of vegging then adding a 1k and losing 1 400 for flowering. i too am using 24 hrs right now but when they go under the hid's it'll be set for 18/6.
flouro's need to be kept all-but touching the tops...iow you need to get the plants closer.
tomato food (stuff like miracle grow and schultz') is ok...but just ok. be sure to dilute to at least 1/3 of what directions call for and none of that stuff on seedlings! when you're ready for better results you'll want to get quality ferts as it does make a diff. quality soil is a must too and it doesn't have to be expensive. read up on what this plant needs then read labels when shopping...i won't go into it or other basics here. it's all been written down many times and simple searches at various websites will give you all the info needed.
if you have mold you are watering too much. allow the soil to dry out a bit...it's ok for mature plants to wilt a bit for short periods and not ok for them to sit in constantly wet soil...a common mistake for beginners. these are not houseplants and shouldn't be treated as such. keep seedlings moist but never wet, even after watering it shouldn't be soggy or running thru the bottom of the pot. i water mine a little a couple times/day...
