one should never judge soil moisture content by looking at the surface. most of us judge it by the weight of the pot and i allow them to wilt a bit between waterings. the top couple inches of soil does dry out fairly quick, especially when the fan is running over the pots but there's plenty at root level, where you want it. you can also check the drainage holes in the bottom of the pot but that gets kinda messy...at any rate, ya gotta water them when they need it and twice/week sounds about right...in my situation anyway. i use those #5 pots...some call them 5 gallon pots but they don't really hold 5 gal's...and twice/week is pretty much my schedule too.
i use 400's too but keep mine around 12 to 15 inches above the tops.
