Humankind Must Not Play This HAARP

If you thought the Cold War and the era of Star Wars anti-invasion weapons were over, think again. The U.S. military is experimenting with a sinister new defense technology.

HAARP is an acronym for the High Frequency Active Auroral Research Program presently being developed by the U.S. military in cooperation with the Soviets and Norway (among others). It is commonly referred to as “Star Wars Technology”.

We've all heard about the prospects of defending North America from nuclear attack by using satellites to beam “death rays” at incoming warheads. This was the much touted defense system of the Reagan-Bush years. As an orbit-oriented defense system it proved far too expensive and cumbersome “to get off the ground”, so to speak. So the military has been researching and actively developing a working model of a ground-based system that is now fully capable of melting down aircraft circuitry, X-raying the earth, knocking out communications, and indeed causing one to lose bladder control.

In fact, a more complete list of the capabilities of HAARP contains the following:

over-the-horizon radar capability
interference and melting of on-board electronic circuitry
remote refuelling of in-flight aircraft or ground-based equipment
the ability to alter weather patterns and various portions of the atmosphere at will
the ability to knock out communications anywhere in the world while, at the same time, providing for a piggy-back of a desired communications system
geographic tomography (X-rays of the earth) – with earthquakes as a potential side-effect
enhanced submarine communications capability
the ability to distort the ionosphere (the protective charged particle layer that surrounds the earth like a bubble)
the ability to punch holes into the ionosphere to allow deadly levels of UV radiation to reach the earth
interruption of migratory patterns in fish and mammals
physiological damage in humans, animals and insects; thought disruption
death
Sound like science fiction? Nearly every one of the above effects has already been tested. The others are qualified prospects as assessed by independent scientists. Science fiction is science fact. How is all of this possible? The lust for power and electromagnetic radiation combine to form the answer. And it all began with the scientist who gave us fluorescent light.

In the first half of this century, scientist and science visionary Nikola Tesla pioneered the transmission of radio waves without the use of wires. He foresaw many of the present potential uses of this remarkable technology, and he maintained that the earth's atmosphere would be the vehicle for it. If a way could be found to heat the ionosphere, and then bleed off and redirect the energy produced in this process, all sorts of things would be possible. Tesla's predictions were on the mark.

From the 1950's on, governments around the world began manufacturing and testing a piece of equipment known as an “ionospheric heater”. The concept is a simple one: direct a radio signal from the ground to a portion of the ionosphere where it will set off a non-linear reaction that will produce up to 1,000 times the input energy. Then redirect this energy using a “plasma mirror” in space to aim it at any potential spot on the globe.

A “non-linear reaction” is achieved when a small input of energy enters an environmental instability and produces a vastly increased energy output. An analogy may be helpful.

A line of dominoes stretches from Toronto, Ontario to Paris, France, with each domino increasing in size by a set, but small proportion. You begin the reaction with a force of 10 grams (your finger provides this force) and the dominoes begin to fall. One by one they increase in force such that as the last domino topples it knocks over the Eiffel Tower.

Early ionospheric heaters began as ground-based antennae that would focus a cone-shaped beam of energy over a relatively large portion of the ionosphere, in an effort to heat it sufficiently to achieve the desired energy gain. This proved somewhat effective but the sought-after increases just didn't materialize. Then Dr. Bernard Eastlund, a US physicist, came up with the idea to reverse the cone of the radio beam in order that a much smaller spot on the ionosphere would be pulsed with radio waves to superheat it. This was achieved by utilizing an array of antennae on the ground all focused on a very specific point. Each antenna fires in sequence producing a pulsed beam. This method works. The 1,000-fold increase has been achieved and the ability to utilize it for many of the purposes noted above has already been tested.

Protected by government and military secrecy, this work has largely been uncovered by the diligence of two people: American scientist Dr. Nick Begich and Canadian journalist Jeanne Manning. They have spent the better part of a decade ferreting out information from Department of Defense (DoD) documents, physics symposiums, American patent applications, interviews with some of the scientists involved in this high level work – including Dr. Eastlund himself, independent scientists and many other sources.

In 1996 Begich and Manning published a densely referenced book documenting all this information. It is called Angels Don't Play This HAARP. As well, Dr. Begich has produced a two-hour video that describes the development (with both the stated and unstated uses) and potential dangers of this technology. High Frequency Active Auroral Research Program is a misleading title for this project. It is well beyond the simple “research phase”, and has entered the “defense weapons phase”. HAARP was conceived as a “proof-of-concept” project. This means that each stage of its development would be fully utilized within the next stage. So there is a build-up of power without the need to recreate any of the original technology.

The first phase has been tested and is complete. Phase 2 is under construction and is scheduled for testing in 1998. The big difference from Phase 1 to Phase 2 is the input power level.

Phase 1 input power levels were in the megawatt range (thousands of watts of energy). Phase 2 levels are planned for up to 10 gigawatts (billions of watts). Increasing the levels so dramatically has been likened to the detonation of the first atomic bomb. Some years after it was detonated, Dr. Robert Oppenheimer (the “father” of the bomb) admitted that, up to the moment of detonation, no one knew for sure if the atomic reaction, once initiated, would stop. Yet, it was still tested. HAARP is about to undertake the same mindless testing, but with power levels that may set off a reaction far in excess of an atomic blast. This raises two questions: Can the ionosphere handle such a test? Will this become a “runaway event” that may do irreparable damage to our UV shield and therefore to all life on this planet?

Why would anyone wish to risk everything on this technology? It is hard to say.

My own take on this is that our scientific world-view has achieved manipulation of nature in so many ways – from test-tube babies to probes of the solar system – that our collective ego has expanded to convince us that we can control virtually any aspect of nature. Something about this dominating ethos we live with needs to be pushed to the brink before we wake up. It is time for the wake-up call.

As news stories go, HAARP is the most under-reported story of the century. There are a number of factors that have contributed to this:

1. Most North American media is about entertainment, rather than issues of consequence

2. In our fast-paced society, in-depth examination of news stories is no longer rewarded

3. Individuals working on HAARP-related projects are told only the amount that is needed for them to complete their portion of the work. This “need-to-know” strategy is an intentional one employed by the DoD in contracting out the manufacturing of defense systems, and has become an accepted modus operandi

4. DoD public relations has been designed to promote the “positive” aspects of HAARP technology, ignore negative side-effects and, in fact, mislead the public about the true motives behind HAARP.

In Angels Don’t Play This HAARP this quote appears: “The U.S. Air Forces's credibility is further undermined by the fact that the Department of Defense explicitly authorizes the dissemination of misleading information in order to protect classified programs”. In a supplement to the National Industrial Security Program manual, released in draft form in March 1992, the DoD told contractors how to draft cover stories that “must be believable and cannot reveal any information regarding the true nature of the contract”.

As a result, North Americans, through press releases to the media machine, are made to feel proud that we have the technology for refuelling in-flight aircraft; secure because of improved communications with our submarines; and awed by the idea that science will allow us to alter the ozone in an effort to mend the holes. But what is not discussed is that these various achievements are all the result of one piece of technology known as HAARP. In addition, there is an absence of discussion about the true primary uses for this technology as evidenced by some of the titles of the patent applications that secure ownership of the technology. A sampling follows:

Method and Apparatus for Altering a Region in the Earth's Atmosphere, Ionosphere and/or Magnetosphere
Lightweight Focusing Reflector For Space
Creation of Artificial Ionization Clouds above the Earth
Nuclear-Sized Explosions without Radiation
Defense System for Discriminating Between Objects in Space
Who owns the patents and the contract for Phase 2 of HAARP? Raytheon, the world's largest defense contractor acquired the patents and the contract in a buy-out in 1995.

A group of people in Alaska is working to bring a stop to further testing and development of HAARP. The HAARP heater is located in Alaska, near Anchorage. It is here that the 1998 tests will occur.

Only a huge outcry from the international community will prevent additional use of this technology. People from all walks of life are encouraged to get involved. Some of the recommendations for action include:

Write the Prime Minister's office to state your objection to HAARP and your wish to have the Canadian government raise a diplomatic objection to HAARP (there seems to be some Canadian cooperation, although it has yet to clearly surface). Copy this letter to your local MP and request follow-up on the issue.

Insist that legislative hearings on HAARP be held during this session of the Alaska House of Representatives by contacting Representative Jeannette James.

Contact American President Clinton and ask him to exercise his line item veto power to de-fund HAARP.
