Yes, you can make tea, but it is mostly a waste of time. THC simply does not disolve very well in water. Instead make canna-butter(look through "Cooking" you'll find how to make it) or stick the stems in vodka and let them sit for a week or so. THC does disolve in oils and alcohol. A trick we used to do way back in the 70s was to soak the blenderized stems from our $65 kilos (good old Mexican brick weed) in just enough "el cheapo" vodka to cover them. After a week, we would mix the strained vodka with the pot,let the pot absorb the vodka, spread it out on a cookie sheet to dry and then smoke it. What THC that had been in or on the stems was added to the pot, improving it. But stem tea? Nah.
