The majority of cops are decent folk who are offended by the Philly beatings, never would engage in that kind of savagery, and are probably embarrassed and ashamed of the incident. The Philly beatings represent a failure of leadership. I'm sure there are rogue cops who step over the line, but you don't get this kind of group attitude and behavior without blaming superiors all the way up to the mayor. Puff
