I agree with the Toronto post. I lived up there for a year and found it pretty easy to find it, and I'm not the type of person who wanders around on the streets looking for random stuff. I recommend Kensington Market in Toronto. When you hear Jamaican music & you see the guy standing outside with dreds, walk past and say something like "ganja man". Make sure you got the cash in your pocket before hand. There's nothing more irritating and noticable than pulling out your wallet, flipping through bills to find a twenty when the guy's standing there waiting to exchange. Then once you got it, head over to the Hot Box Cafe which is right there in Kensington. You can smoke in the back patio. Used to chill there a few times. A little piece of Amsterdam in North America! You'll find all sorts of stuff in there!
