Asking a random dealer can be kind of tricky. Granted, I had my best connect in NY from asking a lookout for a dealer. The first couple of times, I dealt directly with the lookout. Once they got to know me, I started dealing with the man and things really started rolling from there.
At the same time, I've also had bad experiences from going this route. Used to have a kid (that was probably part of the problem, he was like 16) that was real steady for a while. But once I started asking for bulk (half Os and O's), he started getting shady -- shorting me, and finally ran off with my money once.
I go on business trips from time to time and have had luck with homeless people. Usually I'll bump into a guy whose realtively clean and just looking for food, so I'll pop the question. Have gotten hooked up lovely in Phoenix, LA, Baltimore, and Boston. May have been nothing but tumbleweed (schwagg) but hey, if you're in need, can't be choosey.
The biggest things I learned were to be confident. If you seem like a 'mark', you'll get treated like a mark. You have to be confident and firm. If someone is running games on you or doesn't have what you need, just say 'that's OK, I'm cool' and continue on. Also, look like you belong where ever you're going. A preppy looking white kid in the middle of Bed Sty Brooklyn at night talking to the local herbman smells shady as hell. You might be cool with the dealer and can pull that off. But guarantee that others will be watching you and might take you as a mark. Also attracts attention from from the po-po. When in Rome...
