not to worry ,tap water can be any ph from 6.5/9 lol all depends where you are .
for soil and in veg water the plants with ph 6.0 and in flowering 6.2/6.3 all growers that lower the ph lower it in the water not the soil , doing this is pritty easy as you need 2 things :
1) ph down (you can buy this from any hydroponic surplies and some other shops ) 2) a ph meter ... (like a little digital square pen . usually you get both the pens "ph meter" and a "ec meter" ec measures how strong the ferts are .
here are the link to a usa hydrostore to show you the goods : )
http://www.discount-hydro.com/productdisp.php?pid=524&navid=55 (ph down "cheapest".... just so you know DO NOT MIX PH UP WITH PH DOWN ... THEY EXPLODE AND THEY ARE ACID!!!!!) to be safe just get ph down ..

these things are expensive and a ph meter needs calibration solution but when you got them you are IN CONTROL and when you are in control the plants change from being crap plants to being proper plants...
hope this helps if your in anyother country i'll post another link :) laterz
