just a quick side-note here on tap water ph...
my tap water is well over 9.0 too (damn desert water) and i used to buy my water until i tried a filter. i found Brita Water Filters work great for our needs! it brings my tap water down to a perfect 6-6.5 and has made a big difference with rooting clones. i picked up my quart-size filter/pitcher for 22 bucks and it's even better than distilled water for them, at least according to my recent couple of clone batches vs years of using distilled (clone pics are at "new marihemp" in the indoor room).
i'm a dirt farmer so particulates aren't really a concern for me but i'm sure these Brita Filters will help with that too. i tossed the box w/directions and info or else i'd probably know for sure but i do know it takes river water and makes it appear as clean as any bottled water (but i wouldn't drink it).
it solved my water prob and hope it helps yours...
