Caterpillars from hell!!!!! Help please!

So last year and this year I had some little black terd looking things on my plants, last year it was a caterpillar invasion which nearly destroyed everything! Currently begining the drying process and found quite a few small bugs and little black dots. Are these caterpillar eggs? I only found a couple caterpillar but im woried while drying they will hatch and tear things to pieces... anything to avoid this?

These tiny white ball looking bugs - they look like tiny white eggs but you can see little legs - and they dont move! They just hang out...
