My plants seem to be maturing from the top down?

The problem is the top buds on my plants are totally brown now - I've been waiting for the 60/75% brown white mix but the rest of the buds are still very pale. This is my second year growing, but the first year that its all working properly and I really don't want to balls it up now!! Should I harvest the top buds and leave the rest for a little longer. I'm growing outdoors in the UK. Any help would be greatly appreciated! Thanks
