I believe the video time depends on how large of a memory card you have in the camera. Most digital cameras come with a small memory card, but you can always buy a larger one, they are easy to replace.
Another factor to consider is the battery the camera uses. Some will use their own battery pack, others will run off AA batteries. If you spend a lot of time away from electrical outlets, AA batteries are easy to find and use. You can buy rechargable AA batteries for your main use, and carry spare alkalines to swap out if the rechargables lose juice. If you generally are close to an electric outlet and can recharge the camera, those cameras with their own batteries built in are usually smaller in size.
To find out about video record time, look up the camera's specs on the manufacturer's web site, and wade through the info. If you are buying a used camera, you can usually find the manual online in PDF (Adobe) format, and find out the specs there.
